I'm not sure about this as these bolshie little cretins would probably then ault their victims and probably also the police. I think a mandatory two years sentence in a secure unit without tv, music, or any outside distraction including family visits, just good old-fashioned schooling, early to bed and early to rise would cure it a damned sight quicker!
